The Activate! People Plazas Program is a public-private partnership between the City of Chicago and Latent Design Corporation, which was selected through a competitive RFP process to manage and implement the program. The Chicago Department of Transportation (CDOT) launched the program in 2015 to promote events that would spur community and economic activity in public plazas throughout the City.
The program is part of CDOT’s Make Way for People Program, a placemaking initiative that supports public-private partnerships to transform the public way through creative temporary tactical improvements and cultural programming such as People Spots, People Streets, People Alleys, and People Plazas. By converting neighborhood streets, sidewalks, plazas and alleys into places for people to sit, eat, and play, the program helps create safe, walkable neighborhoods that support local business and strengthen a sense of place.

The Activate! People Plazas Program activates existing CDOT malls, plazas and triangles with new programming and retail opportunities, including the installation of temporary vendor structures. Latent Design is responsible for activating 10 sites per year for 3 years, for a total of 30 “People Plazas” by mid-2018. Through Activate! we strive to harness the invisible forces impacting a project as a visible trajectory through this work. Through the help of our gracious partners at Chicago Department of Transportation, Department of Planning and Development, and Latent Design we have created comprehensive design solutions through mutually beneficial collaborations with bold neighborhood partners.
